Stephen Clemons is the Assistant Superintendent of Technology (Chief Technology Officer – CTO) for the San Diego County Office of Education. Stephen has responsibility for Educational Systems that are critical to student learning and the operations of school districts throughout San Diego County. Prior to joining the SDCOE, Stephen held positions with the State of California, starting as a programmer and systems analyst at the State Department of Health and Services (DHS). While at the DHS, Stephen was instrumental in helping to develop the state-wide Women, Infants and Children system. Stephen also spent 11 years at the Franchise Tax Board as Chief Technology Architect and over-saw development of FTB’s transition to internet based filing of tax returns and operations of FTB’s major technology systems.

AIn 2004, Stephen joined the California Performance Review (CPR). At the completion of the CPR Stephen become the first Chief Technical Architect for the state, and to begin the California Enterprise Architecture Program (CEAP). The CEAP began the standardization of technology solutions across state government and was a pioneer in the use of Service Oriented Architecture principles for the development of web based applications.
